I thought of this idea with elections just three weeks away. The background photo is one of New York Harbor taken during a visit there. I adjusted the levels of the photo (it was near dusk when I took the photo) to bring it back to a lighter, more usable brightness.

The photo of my daughter required cutting out from the background, using the Quick Selection Tool, the Magic Wand, Magnetic Lasso, and then cleaning up the selection in Quick Mask mode. I used the Blue Channel to aid in making the selection using the Quick Selection Tool first.

To simulate the real Statue of Liberty, I used Hue/Saturation with the Colorize option, and matched the color of the original. Then I used Filter/Add Noise to simulate the "film grain" (actual digital noise from the high ISO setting) of the original New York Harbor photo.
I tried adding Red, White and Blue colorization to the BOLD word VOTE, perhaps evoking the U.S. flag and patriotism. But I was concerned it became too busy and distracting, so I left it simple in white in contrast to the background colors.
